Of course it has nothing to do with Bangalore.....In fact I cannot think of any good news coming out of Bangalore in the recent past - except the fact that infighting may dislodge the silly HSRL project.
Frankly I think they should introduce BRTS on the ORR and also build a bus terminal at Hebbal for the airport. Most traffic on Bellary road are goign to the airport. Iff instead they had Volvo busses every five-ten minutes from Hebbal people could take taxis to there and board the bus to the airport - and reverse the process on the way back. This way they greatly reduce traffic and pollution on Bellary/Airport road and this would eliminate the need for a HSRL.

Indiranagar Metro in progress
We had a nice meeting with Nathan and Kiran of Biome Environmental solutions where a lot of discussions took place about the concept note on Indiranagar Metro project in the context of forthcoming Mobil city Un-conference at IISc. The Metro passes through CMH and 100 ft roads in Indiranagar. We in Indiranagar are quite familiar with the Metro by now.
The huge pre-cast RCC concrete blocks which are the building blocks of the Metro Track are being hoisted and fastened to lay the track pillar to pillar. Some work is also in progress on CMH road regarding providing new man holes for the existing 12 inch ceramic sewage pipe line. This will facilitate connecting the sewage lines of the shopping areas all along the Metro Route.
Generally in cities like Bangalore where development is taking place at a mind boggling pace the first casualty is physical movement of commuters. Hence the CISTUP and the un-conference organized by Praja are highly important. While high lighting the Metro progress it is important to recognize the importance of these transport arteries role in providing the infrastructure for those requirements other than the transportation of people. Here I am trying to point out the relevance of transportation of
- Drinking water
- Sewage water.
- Electric Power
- Voice and data
The forth item viz V & D involves multiple private players as opposed to the first three where it is a monopoly of the public sector. BWSSB and BESOM are the PSUs involved. The present scenario is a total lack of co ordination when the roads and other infrastructures like Metro are being handled by our government.

A total breakdown of urban planning - A microscopic look at the lowest level
When we look at Bangalore and see it's overburdened infrastructure falling apart (be it water, roads, power, footpath etc.) , one cannot help but think how we got to this point in the first place, since recognising the problem and it's causes is one of the first steps in effectively proposing and designing a solution to remedy the problem. The "how we got to this stage" question has always been nagging me; I have thought a lot about it leading me to analyze and compare/contrast it with cities outside India that I have visited. One of the answers is of course the lack of planning and proper execution of infrastructure projects but I feel the actual answer lies in the total failure of urban planning and enforecement of building codes and bye laws.
The reason I dared to make the statement of the answer lying in the total failure of urban planning is based on a simple observation; as a kid I used to visit houses of friends and relatives during the late 70s and for much of the 80s, many these houses were good independent houses (let's say approximately 15 or 20 that I can recollect) in Bangalore (Jayanagar, Rajaji Nagar, Mallewaram etc) and in Mysore. Now, fast forward the clock to 2009 (some 30 years hence)...almost all these 15 or 20 houses are gone except for 2 in mysore and in their place, multi storeyed apartments have come up. Now, the interesting thing to be noted is that the supporting infrastructure like roads, water, sewage, power (distribution lines, transformers etc.) have never really been upgraded or changed to meet the icreased pressure for the increased demands. I have seen the same house demolition and conversion to apartment complex madness play out in Chennai also with the same results. This seemingly simple/harmless pehomenon at an inividual plot/site level when played out at a larger level accross the city in an uncontrolled manner no wonder leads to the rising population levels and crumbling infrastructure.
I wonder what fellow praja members have to say about my observations that I put forward so far. Am I hurriedly jumping to conclusions? What are your thoughts on the above phenomenon being identified as one of the chief culprits (top 2 or 3 reasons) for the infrastructure mess and a city out of control.
I have tried googling but have not been able to trace specific building bye-laws that explictly legalize or disallow demolition and conversion of independent homes to aparment complexes. Could anybody from praja throw more light on this as to how such indiscriminate construction has happened and what the actual bye-laws are?

A 42 km ‘Namma Metro’ will criss-cross the City on a Phase-1, East-West and North-South corridor in September 2012 at a cost exceeding Rs 8,158 crore. A high-speed train at a cost of Rs 5,767 crore will become a reality in 2011-12 to connect the BRV parade grounds to the Bengaluru International Airport on NH-7 on a build-operate-transfer (BOT) basis. BMTC Drivers issuing used tickets
Many BMTC Drivers and conductors (Mainly ordinary, pushpak and suvarna) are issuing used tickets. It works like this: I buy a ticket for say 30 Rs. Say I do not have change and I hand over Rs. 100 to the conductor/driver then he writes at the top on the back side of one ticket the amount he has to return me back (Rs 70). While asking for the money when it's time for me to get down, he will give me Rs 70 but keep the ticket, which he will issue to new passengers on the same route. This he carefully manages delaying updating his file where he needs to put in the ticket numbers that have been issued periodically.
This is happening at a huge rate and I am certain this will eat into BMTC's profilts. Every second day either I can see this happening or even at time I have also been issued torn tickets not from the booklet but from old tickets maintained cleverly inside that, or sometimes the conductors/drivers have refused to return my tickets!!
I would request BMTC officials to issue strong instructions to Drivers and Conductors in this regard. I have been arguing with these people for quite some time, but I do not think I can fix this problem myself unless I see some action from BMTC.

Press Note - FAQ on demolitions in Mysore
Clarifications sought by the shop keepers and public of Mysore City about the recent encroachments removal by the Mysore City Corporation, is given as under with actual facts and legal position for the information of the public.
Q1. Why is this encroachment removal being done?
Mysore is a tourism destination and every year more than 25 lakh tourists visit the city. There is heavy pedestrian traffic in the major roads of the city throughout the year. Unfortunately, commercial establishments have encroached into the footpaths by placing their bill boards and other items, putting of temporary and semi-permanent structures like footsteps.
It is observed that there is blatant violations of law by the shops and establishments in this regard. The Mysore City Corporation realizing the inconvenience caused to the public, intended to remove these encroachments. Apart from causing public inconvenience, these encroachments are also sending wrong signals to the public that violators of law will go scot-free and encouraging the common man to violate the law. Though the Corporation intended to remove the encroachments, the magnitude of the task deterred the Corporation as removal in one area will lead to allegations of favouritism.
Q2. Why has this been taken up now?
The encroachments should have been taken up as and when they occurred. Unfortunately, and for the reasons best known to the Corporation, it was not done. The first initiative regarding removal of encroachments was done in Jan.2008, when the Corporation authorities carried out a survey of such encroachments under the then SE, Sri Prabhakar Hemmige in coordination with MUDA and Police authorities and 18 major roads were identified . All the 18 roads were videographed and photographed and detailed maps prepared. It was planned for removal of encroachments. But, unfortunately, around this time, the Commissioner (Sri Manivannan.P) was transferred and the new Commissioner (Sri Lingappa, KAS) appear to have not followed up the issue.
Subsequently, when the new Commissioner, Sri Raikar took charge, he intended to follow up the encroachment removal drive. Discussions were held with then Commissioner of Police, Mysore City, Dr.Parashiva Murthy.But, the then Commissioner of Police suggested to postpone it. Hence, at that time, the things stood where they were.
When the new Police Commissioner (Sri Sunil S Agarwal, IPS) took charge, on the very first day, the DC and the Commissioner, MCC had a meeting with him regarding the proposal for removal of encroachments. It was Dasara 2009 and hence it was decided to remove the encroachments after the Dasara. Unfortunately, due to floods in Northern Karnataka, the demolition exercise could not be taken up. Hence, it was taken up now.
Q3. Was any survey done and property owners informed about the drive?
As mentioned earlier, a detailed survey was conducted as early as 2008. Detailed photographs and videographs regarding violations. The property owners were aware of the survey of the properties as it was done in the day time. The shopkeepers thought that the Corporation does not have the wherewithal to carry out any demolition exercise in such a huge scale and they did not pay heed to such warnings. Also, there is no requirement to issue show cause notice to the violators as the Karnataka Municipal Corporation Act,1976 makes an express provision to take care of such violations without issuing show cause notice (Sec.288 d). It is pertinent to note that this section has been inserted as an amendment in the year 1986 keeping in mind the complexities involved in such removal. When there is an express provision for removal of such encroachments, the question of issuing show cause notice does not arise at all. Thus, the whole operation is legally and morally correct. It also sends a strong signal to the citizens of the city that administration will act on violations.
Section 288-D : Commissioner may without notice remove encroachment:- Not withstanding anything contained in this Act, the Commissioner, may without notice, cause to be removed:-
(a) any wall, fence, rail, step, booth or other structure or fixture which is erected or set up in contravention of the provisions of Section 288-A.
(b) any stall, chair, bench, box, ladder, bale, or any other thing, whatsoever, placed or deposited in contravention of Section 288-B.
(c) any article, whatsoever, hawked or exposed for sale in any public place or in any public street in contravention of Section 288-C and any vehicle, package, box, board, shelf or any other thing in or on which such article is placed, or kept for the purpose of sale.
(Section 288-A:-Prohibition of structures or fixtures which cause obstruction in public streets:- No person shall except with the written permission of the Commissioner under Section 288 erect or set up any wall, fence, rail, post, step, booth or other structures or fixtures in or upon any public street or upon or over any open channel, well or tank in any street so as to form an obstruction to, or an encroachment upon or a projection over, or to occupy any portion of such street, channel, drain, well or tank)
Q4. Were the elected representatives kept informed?
Also, it is known to everybody that the Mysore City Corporation is not a secret agency and it works under the Council. When preparations in such a massive scale was done, definitely it was known to the Council and others involved. Even the Commissioner has informed the Mayor a day before the demolition. At the same time, it is pertinent to note that encroachment removal is a routine duty of the officers and it does not require any approval from the Council nor from any elected body. In this regard, we did not have intention to discard any elected representatives. However, we will inform the concerned elected representatives henceforth.
Q5. Were there any excesses during the demolition operation?
The demolition operation was done after a survey with complete videograph and photograph. While carrying out the demolition, it was observed that there were more encroachments than what was noticed in the survey. And, hence, these encroachments had also to be removed and the officer in-charge of the demolition is duty bound to remove such encroachments put up illegally, whether aerial or otherwise.
Notwithstanding anything above, when such a massive exercise is done involving six major roads and about 1000 properties, there is bound to be some excess demolition done by oversight or due to huge machines used in the demolition. In such cases, the affected person may represent to the Corporation with all supporting documents, which will be examined and necessary relief/compensation will be paid, if found true.
A structure is a legal structure only when its plan for putting up the structure including foot step, name board, etc., are approved by the Mysore City Corporation. If any structure or artificial projection is made without the written permission of the Corporation, then it is a violation under Section 288-A and D and hence it is liable to be removed. If there are any persons who has got documentary evidence of permission taken from Corporation, then, he may approach the corporation with a petition in this regard. If proved that the structure has been removed which he has got permission from the Corporation, all such cases will be examined and if proved that the demolition has been done in spite of the person showing the documents, then his case will be considered. As per the law, all the shop keepers are supposed to display the approved plan in the shop and also show it on demand. If at all they had built legally, nothing prevents them to produce documents during demolition.
Q.6 How were the roads chosen?
In the survey done earlier, 18 major roads have been taken in the Central Business District and demolition operation prioritized depending upon the pedestrian traffic of each road. Under Phase -2 and Phase-3 remaining roads will be taken up for the drive.
Q7. Will the demolition operations continue?
Yes. The balance roads of the 18 identified will be taken up and people representatives and the public are requested to extend their wholehearted cooperation to the authorities, which is aimed at removing the inconvenience to the public and towards development of the city. It is also requested that such encroachments be removed by the owners themselves.
Q8. What other roads have been taken up?
In phase-2 and 3, the following roads will be taken up.
- Ramanuja Road
- Jhansi Lakshmi Bai Road
- Ramavilas Road
- Jayaprakash Nagar Main Road
- Shivaji Road
- Rajendra Nagar main Road
- Pulikeshi Road
- Mission Hospital Road
- Sawday Road
- Kalidasa Road
- Gokulam Main Road
- Encroachments in and around Mysore Palace
If any public finds any other encroachment on the pavement, they can bring it to the notice of the undersigned. It is hereby made very clear that in these roads, only the violations under Section 288-A and D will be removed and not anything else. Only those projections encroached into the public place, footpath road will be removed. Hence, those who have encroached into public place either by footpath or by aerial projections, board, lightings, etc., are hereby directed to remove themselves to avoid any excess damage during the operation with the machines. The phase-2 and 3 will be taken up any time after 2 weeks.
Q9 . What is the message that Mysore City Corporation wants to convey?
Mysore City Corporation wants to convey a message that violations of law will not be tolerated and nobody is above law even if they are most influential, wealthiest traders. We request the public to respect law and support the Corporation in drive against encroachment and violations of law. It is done in the public interest and the interest of law.

New Buses for our City Good but Where is Infrastructure?
Good News is BMTC will have more buses on the road as the below news article in todays newspaper, But where is the relevant Infrastructure planned for this launch.
1.The roads are still narrow.
2.The Bus Depots are still under construction or tenders are just out.
3.The routes are not planned to run this 1000 odd buses.
4. The TTMC are still under construction state & looks like it will come up only during mid of Next year or end of next year.

Bangalore Dreams - My Commute
Talking the popular subject of cramped commutes, in the middle of cribs and geek talk, we never put out our visions, Our vision, as in the end result if some things we wish for were to come true. Yes, no city level technical gyan etc - personal dreams. Let me start with my route.
Facts first.
- I live in Whitefield. My office - Bagmane Tech Park?
- Take my car to work 90% of the times. Carpool or bus the rest of time.
- Why car? Takes less time than the bus. Bike is other option, family wont let me, as it is deemed unsafe.
- I hate to drive, hate to operate the car. Useless peice of metal, depreciating asset by the day, and hassle to maintain in general.
- 13 kilometer commute takes an average of 40-50 minutes. That is avg speed of 15-19 km/h
So what do I want? Predictable time everyday. Happy with 30-35 mins.

Idea for Bus day event - bus only corridors?
For the bus day, one of the things in discussion is to block a few corridors and allow only buses. Does anyone have any idea which corridors can be used? Also there should be a possible diversion for the cars and auto etc to go.
It would be very helpful if it can be mapped on a google map.
We need suggestion by tomorrow evening so that the plan can be proposed. Please give suggestions.
No Volvo bus services for Mathikere
Introduction of Vajra services in Bangalore has been one of phenomenal step taken by BMTC. It has really helped lot of people especially women to travel with ease in Bangalore. BMTC has introduced lot of Volvo buses with appropriate frequencies for most of the areas in Bangalore. Its obviously an elcome step.
People of almost all the aresa are happy except the people of Mathikere who feels left out. Out of more than 300 - 400 Volvo buses running every day in Bangalore doesn't bother to touch Mathikere at all. The only bus provided to Mathikere is 500KB to ITPL which takes its on sweet time to reach ITPL. Rather than being convenience to the daily commuters, it looks like 500KB is more suitable to new comers to Bangalore who are interested in site seeing, because it goes round and round over Bangalore to reach ITPL.
No Volvo from Mathikere to Majestic, Not even to Shivajinagar, no appropriate bus to ITPL, No bus to Electronic City. No Bus to MG Road.
Whereas I have seen buses from Majestic to Hebbal in hich most of the times I have not seen more than 5 passegers.

250+ new bus shelters from BBMP
Newspapers may have covered this already, but BBMP is redoing 250+ bus shelters for BMTC in the city. Several tenders were floated this month asking for:
"REMOVING EXISTING BUS SHELTER AND DEVELOPMENT AND MAINTENANCE OF NEW TYPE BUS SHELTER WITH KIOSK AGAINST COMMERCIAL ADVERTISEMENT RIGHTS ON DBOOT BASIS"
I could find and download a tender document from Karnataka gov's eprocurement site. Attached is the list of bus stands in case you want to see the list. I have uploaded an edited version of a tender document here as well.
There is talk of a design specification in there:
"Development of bus shelters should be as per the specification and drawings provided by BBMP and any violation of what so ever will not be entertained."
Sadly enough though, can't find the design spec on eproc or BBMP website. Would be nice to see that as well.
I think these new bus stands will have place for displaying routemap, information boards for listing buses that touch the stand etc.
Lets see how long this takes to be done.

Some good intentioned work seems to have been kicked off on the Big10 corridor this side of the city. From what I can see, the HAL Airport Road, Varthur Road Big10 corridor is seeing some upgrades towards:
- Serious looking pavements improvements. Idea must be to prevent pedestrians from walking on the roads.
- Increase road width at some places.
- Some road engineering upgrades at few junctions - like more width to perhaps make U-turns easier, or perhaps for waiting turn-lanes. Not sure, but I am just guessing.
Good initiative. I think the goal is to make corridors better manageable, both for the buses (Big10 and others) and private vehicles. What we don't know though is if there are any immediate plans for prioritizing bus movement, things like
- Priority for buses at some signals
- Bus only lanes at select stretches

Sorry for that catchy headline there. But we, a bunch of nobodies, group of mostly no-namers, have tried reaching out to various local bodies in Bangalore over past year for few things here and there. We have also seen and heard about other citizen's (may or may not be Praja members) attempts at connecting with city's local bodies.
How would I rank them all on responsiveness and accessibility? Now, keep it in mind that they can perhaps not respond to each and every mail they receive. But some do, and some either don't, or take longer to do it. In our attempts here, at least I have never reached out with piece-meal suggestions or self-promoting proposals (pushing "my" ideas or rants), it is usually to ask for info on an active project, or to arrange for some group meetings.
So, for whatever it is worth, based on my experiences, here is how I would rank them on their responsiveness and general attempts at making detailed project information available to citizens.

- Traffic Police
- BMRC
- BWSSB
- BBMP
- BDA
Unfortunately, I don't know of a data based way of measuring this, though we could run a poll to get everyone's "perceptions".
Also, note that I have left out other bodies who we have either not chased that much or are too small (BMLTA/DULT, BESCOM, BMRDA, KSPCB, LDA, Lokayukta etc). So this is not a comprehensive list by any means.

Cycling Rally on October 24
Background
350.org is an international campaign dedicated to building a movement to unite the world around solutions to the climate crisis--the solutions that science and justice demand. To start building a global grassroots campaign Oct 24th has been designated as the International Day of Climate Action. On this day, people from 152 countries will, in nearly 3000 unique events, will take a stand for a safe climate future and spread the message.We invite you to lend your voice too.
The Event
Vehicles contribute to nearly a third of all CO2 emitted. Any solution that seeks to reduce emissions is incomplete without Cycling being a part of it. What better way to raise consciousness about the number 350 than to use a Biking rally to do it? The bikers of Bangalore, through various clubs (BOTS and BBC, for instance) and events such as Critical Mass, have been instrumental in spreading awareness about the role of cycling in a sustainable urban setup. It appears that our job is not done yet. We now ask you to lend your hand once again.
Details of the Rally
An exercise like this is most useful in a place where it is most needed. We decided to hold the rally in the Central Business District. The route that we chose is one that Critical Mass has already used in one its past events.
